A study of refusal-with-reasons, declining while entering the ground of the refusal into the record, as a civic form before Soven-Ranenor, the custom board. It argues that a reasoned refusal is itself a record and not a silence. The method surveys refusal rulings in the board minutes together with their stated grounds.
